Dr. Kingsley E. Haynes is Professor Emeritus at George Mason University where he served as Graduate Dean, University Professor, Professor of Decision Sciences, Geography, and Public Affairs and Founding Dean of the School of Public Policy. He earned his PhD in Geography and Environmental Engineering from Johns Hopkins University in 1972.

Previously, he created an Urban Institute at McGill University, a Center for Environmental Studies at the University of Texas and the Regional Economic Development Institute at Indiana University. He had central roles in developing the LBJ School at the University of Texas and the School of Public and Environmental Affairs at Indiana University. He joined GMU from Boston University in 1990 and inaugurated the Institute of Public Policy (later the Schar School).  He has raised more than $40 million in grants, contracts and endowments.

Dr. Haynes is a Fellow of the National Academy of Public Administration (2002), a Fellow of the Regional Science Association International (2006), and a Fellow of the Western Regional Science Association (1992). He is the recipient of the Boyce Award (Regional Science, 1997), Anderson Medal (Applied Research, AAG, 2000), Ullman Prize (Transportation, 2003), Grosvenor Gold Medal (Geographic Education, 2007) and Phi Sigma Omega Award in Public Policy (2008). He received awards for his work in Egypt on the Nile River and Aswan Dam when he was with the Ford Foundation (1974-1978). He served as chair of the US Fulbright program in Environment and as executive secretary to the International Geographical Union. He was President of the seventy nation Regional Science Association International (1994-1995).

Haynes’ research focuses on the impact of large-scale public sector investments. He has authored over 400 books, refereed articles and professional reports. He has a substantial history as a Principal Investigator on grants and contracts from National Science Foundation, National Air and Space Administration, US Department of Transportation, US Department of Defense and The Netherlands (TNO). He has significant advisory activity in higher education for the Southern Accreditation Commission in the US and for Higher Education Commissions of Kuwait, New Zealand and The Netherlands. He has held Visiting Professorships in Australia (2), China (3) and Hong Kong (2) and conducted projects in Brazil, Canada, Malaysia, Sudan and Saudi Arabia. He was recognized with a Commendation from the Senate of Virginia (Virginia Senate Resolution No. 333) in 2015. Most recently he served as President of Clarewood University in Reston, VA and now serves with the Orange County Economic Development Partnership Group and on the Boards of the Orange County Education Foundation, the TANDO Foundation and the Regional Research Institute, West Virginia University.

In 2007, Dr. Haynes and his wife became Orange County residents at Lake of the Woods (Locust Grove) where he is a member of the External Affairs Committee. Given his commitment to teaching and higher education, he is excited about serving on the Germanna Community College Board.
