Mr. Rowley has lived in Stafford County for the past 22 year and is proud to serve Germanna Community College. He was very involved with Stafford County supporting GCC expansion and the donation of 25 acres for a permanent GCC Educational Center. 

Mr. Rowley received his Bachelor’s in Business Management from the University of Baltimore and his Juris Doctorate from the same institution.

He spent his career as a senior executive in the paper industry – specifically the paper tissue, napkin and towel business. He helped lead his company through an LBO, divestiture of the large single serve business, an IPO, and merging with another large paper company. At the time Mr. Rowley decided to leave the corporate world his responsibilities included 10 pulp and paper mills and over 12,000 employees. More recently Mr. Rowley has a consulting firm specializing in operations improvements for industry.

For many years Jack Rowley has focused on Community Service:

  • Since 2008 Jack has been an active member of the Germanna Community College Educational Foundation. In addition, he was appointed President of the Germanna Community College Real Estate Foundation Board in 2018.
  • Past Chairman of the Board and current Director, Rappahannock United Way, Fredericksburg, VA. He has served and supported the United way in numerous ways since 2000.
  • Currently serves as Vice Chairman of the Mary Washington Healthcare Board of Trustees.
  • Has been a member of the Stafford County Economic Development Authority for 18 years.
  • Past President and current member of the Fredericksburg Host Lions Club.
  • Past Director Rappahannock Community Services Board.
  • Rowley was named the Rappahannock-Fredericksburg Rotary Club’s 2018-19 Citizen of the Year. This Award is given in recognition of a non-Rotarian who exemplifies “Service Above Self” in his/her personal and professional life.
  • Past mentor for the Leadership Fredericksburg program.
  • Past Board member Rappahannock Council Against Sexual Assault.

Mr. Rowley and his wife Pat reside in Stafford County. They have 4 grown children and 5 grandchildren.
