Germanna’s College Board acts in an advisory capacity to the State Board and performs such duties with respect to the operation of Germanna Community College as may be delegated to it by the State Board. The College Board stands fully committed to the Mission, Vision and Values of the College and the guiding principles and direction set by the State Board for Community College under the legal authority provided by the Commonwealth of Virginia. The College Board affirms that Germanna is a Learning Centered College and that the Board will be guided in its decision-making and advisory capacity by the following two questions:
- How will this decision/action/recommendation support student learning and success?
- How will we measure student learning and success?
The College Board further affirms that it will work collegially and collaboratively to further the Mission of the College and to put the interests of the students and communities the College serves at the forefront of its work. As per State Board Policy, members of the College Board serve as at large members regardless of the locality which has appointed them, and are “charged with the responsibility of serving the best interests of the whole region being served by the college.”
Board Meetings
Germanna’s College Board meets in January, March, May, July (retreat), September, and November. Meetings are rotated between campuses and college sites. The dates may be subject to change.
Committee meetings begin at 3 p.m., followed by presentations at 4 p.m. Board meetings begin at 4:30 p.m.

Shirley Eye

Shirley C. Eye is a dedicated and accomplished educator and community leader, known for her extensive contributions to the field of education and her commitment to making a positive impact on the lives of others. With a career spanning several decades, she has held various roles in education, from teacher to principal, and has been actively involved in community service initiatives.
Ms. Eye is a dedicated community member with strong ties to Fredericksburg City, her home since 2002.
Dr. Joy Fortune

Dr. Joy Fortune grew up on the Gulf Coast of Mississippi, moved to Virginia in 2004 and has been a resident of Ruther Glen, VA since 2008. Her life experiences shaped and fueled her passion to be an advocate for providing opportunities for those who would otherwise not have them.
She is an oceanographer and engineer with a diverse technological background, primarily in naval systems. She spent a considerable amount of time in the Middle East and Somalia surveying coastal waters in support of navy special operations. She has experience identifying technology paradigms and analyzing policy and strategy implications.
Deborah Fairfax

Ms. Deborah Fairfax served in preschool, children's, middle school, high school, and young adult ministries in the local church for over 25 years. Since 2003, Mrs. Fairfax has operated a tutoring business offering small group and individualized instruction to students K-12, including English Language Learners, talented and gifted students, special needs students, and young adults recovering from traumatic brain injury.
She delights in seeing students overcome challenges, grow in confidence, and develop a deep love for learning, as they strive to achieve their full potential and develop their unique gifts and talents.
Dr. Kingsley Haynes

Dr. Kingsley E. Haynes is Professor Emeritus at George Mason University where he served as Graduate Dean, University Professor, Professor of Decision Sciences, Geography, and Public Affairs and Founding Dean of the School of Public Policy. He earned his Ph.D. in Geography and Environmental Engineering from Johns Hopkins University in 1972.
Previously, he created an Urban Institute at McGill University, a Center for Environmental Studies at the University of Texas, and the Regional Economic Development Institute at Indiana University. He had central roles in developing the LBJ School at the University of Texas and the School of Public and Environmental Affairs at Indiana University.
Tim McLaughlin

Mr. Tim McLaughlin, a native of Pittsburgh, PA, received his commission in May 1990 through the P.L.C. Program at the Virginia Military Institute, where he earned a bachelor of science degree in Mechanical Engineering. After graduation, he was commissioned as a 2nd Lieutenant in the U.S. Marine Corps and assigned to the Combat Engineers MOS.
Following Engineer school, 2nd Lt. McLaughlin served in the 9th ESB as a Platoon Commander in the Bulk Fuel Company and A Co. In May 1992, he transferred to Marine Wing Support Squadron 373 at El Toro, CA, where he held positions as the Engineer Department Head, Logistics Officer, and Operations Officer. During August 1995, after his wing assignment, Capt. McLaughlin moved to Marine Corps Systems Command, CSLE, as the Heavy Equipment Project Officer. In this role, he managed the life cycle of all tactical USMC heavy equipment and played a key role in the innovative exchange program with Caterpillar and the US Army equipment rebuild program.
Ellen Pitera

Ms. Ellen Pitera is a lifelong educator and businesswoman from Orange County, VA. She loves connecting people and seeing students participate and thrive in real-world experiences that impact their future. She spent 17 years as a classroom teacher and is now in her 5th year serving as the Community Liaison for Orange County Public Schools. She directs the Orange County High School Work-Based Learning Internship Program, which pairs highly focused high school seniors with community mentors who provide experience in a chosen career field. In 2025, she received the Business and Education Partnership Award from the Orange County Chamber of Commerce for her work with the Internship Program.

Jack Rowley

Mr. Rowley has lived in Stafford County for the past 22 years and is proud to serve Germanna Community College. He was very involved with Stafford County supporting GCC expansion and the donation of 25 acres for a permanent GCC Educational Center.
Mr. Rowley received his Bachelor’s in Business Management from the University of Baltimore and his Juris Doctorate from the same institution.
He spent his career as a senior executive in the paper industry—specifically the paper tissue, napkin and towel business.
Gail Temple

Ms. Gail Temple has a rich and diverse background. Born and raised in Madison, VA, she graduated from Madison County High School in 1982. Her educational journey continued at St. Paul’s College in Lawrenceville, VA, where she earned her bachelor’s degree in English Education in 1986. Later, at the age of 52, Ms. Temple returned to Liberty University, pursuing and successfully completing her master’s degree in Administration in 2018.
Before entering the classroom, Ms. Temple contributed her expertise to the University of Virginia’s Purchasing Department. There, she assisted with procuring furniture and supplies during the construction of the new University of Virginia Hospital. Her teaching career began in 1996 within the Madison County public school system, where she has remained dedicated for an impressive 28 years.
