1.0 Purpose
To ensure Germanna Community College supports the Commonwealth of Virginia’s commitment to maximizing participation by small, women-owned, and minority-owned businesses (SWaM) in procurement activities, in compliance with the Virginia Public Procurement Act, Governor’s Executive Orders, and VCCS policies.
2.0 Policy
Germanna Community College is committed to promoting SWaM vendor utilization in all procurement activities. While procurement processing and compliance responsibilities reside with the VCCS Shared Services Center (SSC), Germanna plays a critical role in identifying opportunities, engaging vendors, and supporting the Commonwealth’s SWaM goals.
3.0 Procedures
The following procedures ensure Germanna Community College supports SWaM participation while operating within the procurement framework established by the VCCS Shared Services Center (SSC).
Departments must actively consider SWaM vendors when initiating purchases or requisitions. Business justifications must be documented and retained when a SWaM vendor is not selected.
Requisitions must be submitted through the SSC, which validates vendor SWaM certification in eVA and ensures procurement methods comply with the Virginia Public Procurement Act (VPPA) and DGS/eVA Procurement and Sourcing Guidelines.
SSC processes all procurement transactions in eVA and Cardinal, maintains official procurement and SWaM compliance records, and consolidates reporting to VCCS and the Commonwealth.
SWaM performance for Germanna is tracked centrally by the SSC and reported as part of VCCS’s annual submission to the Department of Small Business and Supplier Diversity (SBSD). Germanna will monitor internal departmental purchasing patterns to encourage greater SWaM participation.
4.0 Definitions
Definitions of Small, Women-owned, and Minority-owned businesses are established in the Code of Virginia §2.2-1604 and maintained by the Department of Small Business and Supplier Diversity (SBSD).
